Administrative Clause

I have a clause in a precedent for an administration clause and have no idea what it means really. Does anyone know?

“Any powers given to the trustees of this Will or by any Codicil to it or by the general law may be exercised by my Executors before the administration of my estate is complete and even before a grant of representation has been obtained”.

You can exercise powers before the grant. There has sometimes been doubt if this is authorised without an express clause, in particular powers of appointment, so thus puts it beyond doubt.
