There are many official forms that cannot be downloaded. You have to telephone HMRC. It is a bit better than your GP whom you must phone at 8am and queue only to be told at 0835 there are no appointments. You do at least get the form once you get through, 3 weeks later. A current nuisance is the paper PPDCGT return. Another bugbear is the SDLT 1. Also in Scotland:Paper LBTT return forms | Revenue Scotland
But not in Wales where LTT paper forms can be downloaded: Paper return for Land Transaction Tax | GOV.WALES. So apparently forgery is a real problem in England and Scotland but absolutely not in Wales. They may give one away with every free prescription.
