RNRB question when life tenant dies

Hi all if testator A dies and creates Life interest will trust for B who is unrelated i.e. not married and A had no children then the Life Tenant B dies can the RNRB be claimed in respect of B’s estate as he has children and he has lived in the property?

On B’s death a RNRB is available if under the terms of the trust the trust property in which the IPDI subsists passes to lineal descendants of B; otherwise no RNRB.
