RNRB & rented property

I have an estate where the deceased owned a property. The deceased had been living with a partner since 2011. The deceased purchased a property in 2016 but never lived in it. The property has been rented out throughout. Do forum members agree that a RNRB cannot be claimed in this instance?

I agree, if the deceased never resided at the property it cannot qualify for RNRB.
