Administration of an insolvent estate

We have an insolvent estate with a number of ordinary debts which are managed by Phillips and Cohen in relation to banks and utility companies. We also have some collectors cars worth approx. £6500. The cars were stored on an informal basis at someone’s premises. There seems to be some one sided texts informing the deceased of the costs of storage . The total amounts to approx. £2800. The person who has possession has offered £6500 but wants to deduct the storage costs from this amount. We have received an other offer for £6500 from a third party . My thoughts are that the storage cost is a general debts or could it be argued that it is secured over the property ?
