Authority to sign contract

We have a will but the executors have renounced. An administrator with Will annexed has been appointed but we wait the Letters of Administration with the Will Annexed. Does the administrator have authority to act under the Will as would the executors so that he can either 1. sign a contract or 2. grant an AST? We have buyers wanting to move in .

No, the administrator’s authority derives from the grant of representation, not the will.
