Breach of trust by old trustees

I have a query.

An independent administrator has been appointed by the court in relation to the estate of husband and wife who died 15 years apart. The estates remain unadminstered. On the first death (husband), a life interest of some of the estate was created with the wife as life tenant.

There has potentially been a breach of trust of the life interest trust by the trustees at that time, involving capital payments from the trust being made to other parties.

What duties does the independent administrator have in relation to those potential breaches of trust made by the previous trustees.
