Can a sole trustee end a Discretionary Will Trust?

Testator appointed a sole executor and trustee in her Will and left 1/3 of her estate on trust (Discretionary Trust). Testator died this year, the estate has been wound up and the Accounts recently sent to the PR for approval.

There were only 2 people in the DT class of beneficiaries. The sole trustee wishes to end the trust and appoint the 1/3 share of the estate to the surviving beneficiary.

Can he do so, acting as sole trustee, or would he need to appoint a second trustee to act with him?

No need for a second trustee unless it is a requirement under the terms of the trust.
