Can Executors appoint new trustees before Probate?

A Will appoints 2 people as Executor/Trustees.

It includes a specific devise of an investment property of the deceased on trust as to the income for grandchildren for 10 years and then for 2 daughters (not executors) absolutely.

Can the executors appoint new trustees (e.g. the daughters) of the trust (and they themselves retire as trustees) before probate has been granted?

Do they need to assent the property to themselves before they appoint new trustees?
