Grant of letters of administration with Will annexed- minor

I am dealing with an estate where the four executors have renounced. There are four residuary beneficiaries. A is in prison, B is under age, C has severe mental health issues and D.

Is D able to take out a grant of letters of administration with Will annexed with B’s parent?

Have not checked current Rules, but it used to be that if only one person was entitled to apply, but a second Administrator was required, the applicant would apply to the District Registrar for an order appointing that person - effectively whoever was nominated by the applicant. In straightforward cases I recall that the process could be short-circuited, [if memory is correct] by asking the Registrar to settle the initial application, then going direct to Oath [suitably amended]. Tristram & Cootes had all precedents.
