RNRB at end of life interest

My client wants to leave his property to his partner on a life interest, and then to his children after her death. Putting aside the matter of aggregation of estates, as the eventual beneficiaries are his children can the RNRB be claimed?

His RNRB will not transfer to his partner. If the children are her children as well then her RNRB can be claimed on her death-not otherwise.
