Severance of Joint Tenancy

Morning, if clients own both the freehold and leasehold titles of their property do I need to sever the joint tenancy of both or just the freehold.

If the legal titles are separately held, I suggest each should be severed as, if only one is severed, there can be no merger.

Why has there been no merger? Are the titles separate and discrete? Sounds like some key facts are missing.
