Will - no executor, charity beneficiary in liquidation

I’m trying to help a colleague and would be grateful for assistance!

We have an estate and there is a Will but the first named executor has died and the substitute executors have renounced. They were asked if they would consider appointing the firm as attorney to deal with the administration but refused to do so. The deceased’s husband was the first named beneficiary but he has predeceased. Substitute beneficiary is a charity which went into liquidation in 2020.

My colleague has approached the Treasury Solicitor and Attorney General but neither have been able to assist. He has now tried the Charity Commission. Unfortunately, none of the above are particularly quick to reply and this is dragging on. Has anyone had a similar experience and can offer some suggestions regarding how to proceed to apply to the Probate Registry and administer the estate?
